Add AAC reader plugin (JFAACRd.dll file).
Add AAC writer plugin (JFAACWt.dll file) with encoders: LC-ACC, aacPlus(HE-AAC)

Add M4A writer plugin (JFM4AWt.dll file) with encoders: MP4/LC-ACC, MP4/aacPlus(HE-AAC)
