autorun turned off

hello everyone. when i installed the tool bar it said it needed to disable auto run
and assuming i wouldn't need it, i said yes. now i need it and i don't know where it turned it off. i went to the usuall place to turn it on, but no luck. does it do a registry tweak? thanks for your help.

i never used the tool bar. so will you tell me auto run of what is turned off?
